Rafael Garcia is a Cybersecurity Principal at a major U.S. critical infrastructure utility, where he leads the intersection of cybersecurity governance, AI strategy, and workforce transformation. With over twenty years in information technology and more than a decade in information security, IT governance, and compliance, he brings a rare blend of technical depth and organizational leadership to the most pressing challenges in enterprise AI adoption.
Rafael chairs his organization's Innovators Employee Resource Group, leads enterprise-wide AI hackathons, and serves on the AI Governance Committee. He is the architect of a dual-track AI Champions and AI Literacy program that equips every employee with foundational AI fluency while embedding security-first governance across business units through a network of trained champions. His work bridges the gap between executive AI ambition and responsible frontline adoption, turning cybersecurity teams from gatekeepers into innovation catalysts.
His approach is grounded in operational frameworks: NIST AI RMF, NIST CSF, CIS Controls, and COBIT, applied not as theory but as blueprints inside a regulated, critical infrastructure environment. He has hands-on experience applying enterprise security standards at scale, managing IT infrastructure teams, and building governance programs that satisfy auditors while accelerating responsible innovation.
Rafael holds an MBA, the CISSP, CISM, and PMP certifications, and completed the MIT AI Business Strategy program. He is bilingual in English and Spanish, serves on the Board of Directors of the Infragard El Paso Chapter and the UTEP College of Business Administration Alumni Association, and is a member of ISACA, ISC2, and PMI.
