Dr. Domingo A. Castillo is the Chief Information Security Officer and an adjunct professor at Miami Dade College (MDC), the largest institution in the Florida College System. MDC, established in 1959, leads in enrolling minority students, particularly Hispanic students, more than any other Florida institution. Regarded as a foremost CISO in higher education, Dr. Castillo’s creative techniques and leadership have earned him multiple distinctions, reinforcing his reputation as a prominent cybersecurity figure. His expertise and innovative methodologies consistently set industry benchmarks, driving cybersecurity transformation in higher education. Before joining MDC, Dr. Castillo served as CISO at the University of Arkansas (UofA), Fayetteville, classified among the top 3 percent of U.S. research-active universities by the Carnegie Foundation. Previously, he was the Regional Information Security and Compliance Officer at Chubb, where he led cybersecurity initiatives across Latin America. Beyond his executive role, Dr. Castillo is an active board member of multiple nonprofit organizations, dedicated to mentorship, education, and community empowerment. He champions cybersecurity awareness programs, technology education, and workforce development, collaborating with industry leaders to develop training programs, conduct workshops, and guide future cybersecurity professionals. Dr. Castillo holds an Executive Doctorate of Business Administration (DBA) in Information Security from St. Thomas University and a Juris Master in Cybersecurity and Privacy Law from Florida State University. He also earned an MBA from Nova Southeastern University and Master’s degrees in Project Management and Public Administration from Keller Graduate School of Management, DeVry University.
